Approximately 50 people turned out for our 2007 Annual Meeting. Thirty-six households were represented (26 in attendance and 10 by proxy). The number required to determine a quorum is 70 (25%). But as in years past without a quorum, the board continued to have an informational meeting with no official business conducted.
 
Jon & Cari Hurt, owners of PJ Wine &Coffee Bar and residents of Almadale Farms, graciously supplied coffee, tea and pralines.
 
Town Engineer Matt Thomson and Deputy Town Engineer Dale Perryman from the Town of Collierville were guest speakers. The following is an overview of the information they shared with us.
  • The widening of Houston Levee Road between Almadale Farms and Halle Plantation is planned to begin construction sometime this year, probably mid- to late summer.
  • The Town is in the process of acquiring right of ways from 29 parcels. Once the ROWs, construction easements and drainage easements are acquired, final revisions will be made and the project put out to bid.
  • The road, when finished will be very similar to new part of Houston Levee south of Winchester. There will be four lanes with an extra large median. At a future date, the town will add one lane south and one lane north to be taken from the median area. At completion, there will be a total of six lanes with 16 foot median.
  • The 2' shoulders will be paved with no exposed gravel.
  • The 1.2 mile project will cost approximately $4million and take 18 months to complete.
  • The south bound lanes will be the first to be constructed. Then traffic will be shifted for work on the north bound lanes. All that shifting will take place in front of our entrance on Houston Levee. If something that residents see that causes a hazardous situation, please call the Town.
  • Most of the trees on the east side of the road will be removed even though TOC is very sensitive to the situation. The Town will try to save as many as possible.

Questions/Answers:

  • No signal light planned for AFP & WR at this time. Plans are to re-mark the intersection for a smother transition.
  • No plans for enlarging newly opened WR at this time.
  • There will be a left turn lane for southbound traffic off HL road into AF.
  • Five foot sidewalks will be included for HL with a four foot grass strip between the sidewalks & curb.
  • Widening will take place on both sides of current road.
  • Speed limit will increase to 45.
  • The Bushrod subdivision has had final approval. It will probably be near to being finished before the HL construction gets started.
  • Area on NW corner of HL/WR zoned shopping center/commercial (SSC) (doctors' offices, retail). The convenient store/gas station has not been back for final approval.
  • The Wastewater Treatment Plant is being enlarged to accommodate the Town growth, odor control, and to clean up its wastewater in an agreement with TDEC. Part of the building is an oxidation ditch.
  • A signal light is being considered for the entrance to Kroger/Kole's closest to the RR track.
Update on Neighborhood Business:
  • All current officers have agreed to serve again.
  • Urgent plea for volunteers to continue the tradition of events in the neighborhood such as the Easter Egg Hunt, Visit with Santa, etc.
  • We had a lot of maintenance issues this year. Some were improvements and some involved maintaining what we already have. In turn, we spent more than we anticipated and deposited less than anticipated into our reserves. The following is a list of the major expenditures.
    • Lighting around lake-final payment
    • Refinish old pool surface
    • Built larger fence around pool pumps
    • Replanted trees on WR Blvd
    • Bought very large Christmas wreaths for entrances
    • Added electric outlets at monuments
    • Bought several pallets of sod for various common areas
    • Bought three weeping Cherry Trees o Removed white fence at south of monument along HL
    • Bought four park benches
    • Painted mailboxes & light posts in half of the neighborhood
    • Installed irrigation along WR & HL up to the entrances. (reserved used)
    • Windows replaced in clubhouse due to termites and rot
    • Bought covers for pool chairs

Goals for 2007:

  • Need more volunteers for our actives
  • Convince dog walkers to pick up after their pets in the common areas, especially around the lakes. Provide bags and trash bins?
  • Replace roof on Clubhouse.
  • Paint remainder of mailboxes and lamp posts.
In conclusion, the Board believes it spent the association's money wisely. We hope to recoup some of that in 2007 and see no need of an increase in dues since most of the expenses were one time issues.
